The Air Force Life Cycle Management Center has assumed full responsibility for the Military GPS User Equipment program, taking control of the long-delayed effort to field jam-resistant receivers for aircraft, ships, vehicles and weapons.
The transition, formalized in a plan signed May 28 and announced in late July, transfers management of MGUE Increments 1 and 2 from the U.S. Space Force to the Air Force. Officials said the change is intended to tighten the link between developing M-code receiver technology and integrating it onto operational platforms, addressing years of schedule slips and coordination problems
The Space Force will continue to operate the GPS satellite constellation and its ground control network. The Air Force will now oversee development, integration and sustainment of the user equipment that allows military platforms to receive the encrypted M-code signal, which is designed to provide more secure positioning, navigation and timing in contested environments.
The program has faced persistent technical challenges and uneven fielding. Space Systems Command previously developed common receiver cards and chips, while the individual services were largely responsible for installing them. Government auditors repeatedly cited difficulties coordinating development, testing and platform integration, leaving M-code available from satellites for years but slow to reach the force.
“The interservice-transfer of our programs ties technology development more closely to fielding PNT solutions, which is a huge win for the joint warfighter,” said 2nd Lt. Brookelyn Anderson, AFLCMC Electronic Systems MGUE Increment 1 project manager. Officials said consolidating the programs under one organization should improve cost, schedule and performance management while the services continue to fund platform-specific modifications.
